Surviving small-state existence in the Western Balkans
The Western Balkans remain a key geopolitical arena where global, regional, and European actors compete for influence. This vulnerability not only shapes the region’s internal political and economic developments, but also directly affects its path toward EU integration. In Brussels, concerns are growing that third actors’ influence could undermine unity within the European Union after future enlargement. At the same time, the spread of illiberal policies by certain EU member states – most notably Hungary – is also viewed with increasing concern.
In cooperation with Open Society Foundations – Western Balkans, Political Capital’s research project explores these dynamics from a fresh perspective. Instead of treating Western Balkan countries merely as passive targets of external pressure, we examine their own motivations, strategies, and room for maneuver. By analyzing how these small states pursue multivectoral foreign policies and navigate an increasingly multipolar international environment, we aim to provide deeper insight into their agency and choices.
